Their crossbow may be weak initially, but two of the Infiltrator's perks add both extra damage and Shock value - and these two perks synergize well, as the latter improves with the former. It makes an immobile, uncontrollable dummy unit that enemies CAN target - they won't necessarily do so unless it's an easy and convenient shot for them, however, so be careful with your placement. The Deploy Decoy perk is another wonderful reason to take Infiltrators. They deal grenade-level damage and armor shredding in a considerable AoE when they self-destruct, too, making them effective as an initiator to a battle or as a nasty surprise for your foes. The sheer tactical options and flexibility they allow for can keep your squad much safer, both by providing scouting, but also by drawing gunfire away from your soldiers.
